Maritime and Coastguard Agency
The Maritime and Coastguard Agency is a UK executive agency working to prevent the loss of lives at sea and is responsible for implementing British and International maritime law and safety policy. This involves ensuring that ships meet international and UK safety standards and testing and issuing Merchant Navy Certificates of Competency (licenses) for ships' officers and crew to STCW requirements. “To be able to meet the UK safety standards Atlas’ Riga office is now able to attest seafarers’ English knowledge skills, something our clients really appreciate and what makes Atlas a valuable partner”, tells Maris Briedis, Account Manager at Atlas in Riga.

Good cooperation
Maris Briedis is authorised by UK MCA to assess candidate’s English language skills. Maris states: “As a result of a good cooperation between Atlas Professionals and UK MCA over the past few years, we are now attested to sign confirmation letters which completely replaces the Marlins test certificate. This allows us to provide the required certificates for seafarers on time.”

Certificate of Equivalent Competency
The approach and criteria to be used are defined in Annex 5 of Training and Certification Guidance Note Part 19 – currently MGN 221(M). This Note describes the requirements and procedures for the issue of a Certificate of Equivalent Competency (CEC), which will enable Officers holding STCW certificates issued by certain non-UK countries to work as Officers on UK-registered merchant ships.
