Atlas Professionals is seeking an experienced Contract Engineer to join one of our clients in The Hague Area. In this role, you will support the Project Control Manager (PCM) in Contract & Procurement activities related to the company’s transport infrastructure. As a Contract Engineer, you will develop contracting strategies with Package Managers, lead Contract & Procurement activities including call for tender preparation, tender evaluation, contract clarifications, negotiations, and award, and manage post-award contract administration through to close-out. You will also ensure efficient handling of commercial and contractual correspondence with contractors and perform market trend investigations to ensure competitive quotes from contractors and suppliers.

This role requires a proactive and meticulous approach to contract management, ensuring all activities are conducted efficiently and in compliance with company standards. Job description

  • Develop and implement contracting strategies with Package Managers.
  • Lead Contract & Procurement activities, including tender preparation, evaluation, clarifications, negotiations, and contract award.
  • Manage all post-award contract administration through to contract close-out.
  • Ensure commercial and contractual correspondence with contractors is handled efficiently.
  • Conduct market trend investigations and benchmarking to ensure competitive quoting in line with industry standards.
  • Verify that contracting and purchasing documents and procedures comply with project standards and partner agreements.
  • Prepare documents for presentation to internal and external committees and various approval bodies.
  • Follow up on contracts, anticipating and addressing potential issues to minimize project exposure (cost & schedule).
  • Provide awareness of contract requirements to the project team and develop counter-claim strategies to protect project interests.
  • Participate in contractor audits, ensuring records' accuracy and conformance to standards and contract requirements.
  • Manage legal issues related to damages, claims, disputes, and litigations.
  • Contribute to project reporting for the Contract & Procurement part.
  • Demonstrate exemplary HSSE behaviour and implement HSSE rules and requirements within your area of responsibility.
  • Drive excellence in the execution and delivery of contracted activities related to Contract & Procurement.
  • Ensure coordination and information sharing with other Project Control disciplines.
  • Maintain confidentiality of all documentation produced, particularly regarding tendering, contracts, and costs.
  • Provide timely and adequate reporting to the Project Control Manager.

Job requirements

  • Bachelor’s degree in a relevant discipline.
  • 10 years of hands-on experience with tendering, negotiating, and managing large and complex contracts in an industrial environment.
  • Effective communication and negotiation skills, with the ability to influence and work transversally to achieve outcomes while demonstrating balanced and prudent decision-making capabilities.
  • Excellent understanding of complex tasks, with the ability to work autonomously with great rigor and precision.
  • Team player with the ability to work collaboratively across complex project teams and interface between interdisciplinary departments and within an international team.
  • Fluency in English (speaking and writing) is required.
  • Experience in European Public Procurement is a plus.
